In a letter numbered 232 dated July 20th 1992, the General Director of the International Bureau of the UPU informed the governments of the member countries that Croatia has been accepted as a full member of the UPU. With Croatia as a member, the UPU numbered 173 member countries.
After repeated attempts to form an international postal service, the General Postal Union was established in 1874 in the Swiss city of Berne; this organization changed its name the Universal Postal Union in 1878. The UPU is one of the oldest international organizations. In 1947 it became a specialized agency of the United Nations. After severing all public-law with the republics of the former Yugoslavia, and after being accepted into membership of the United Nations, Croatia submitted a request for individual membership in the UPU. In a declaration by the Croatian Prime Minister from June 11th 1992, Croatia accepted the Constitution and other regulations of the UPU.
